Fire and Disaster Prevention
In 2017, TVEL Fuel Company continued to improve facility-specific system of emergency prevention and response, and fire safety system

All enterprises of the Company worked out the documents regulating the actions of the management, emergency services, response forces and employees in natural and man-made emergencies, and created the reserves of financial and material resources to eliminate such situations.

The EMS on-duty dispatching service of the Fuel Company enterprises performs everyday collection and analysis of the information about natural and technogenic environment in the areas of nuclear and radiation hazardous facilities and sites.

TVEL FC enterprises together with Civil Defence and Emergency Management Agencies carried out quarterly tests of the horns and loud-speaking systems to control the technical readiness of local emergency alarm.

Information is transmitted to the Situation and Crisis Management Centre of ROSATOM SC, control bodies of functional and territorial subsystems for ES prevention and response via municipal, intercity telephone networks, cellular communications, departmental communications of ROSATOM State Corporation, Internet e-mail, ViP-Net departmental secure e-mail and stationary and mobile VHF radio stations.

To ensure the readiness for emergency and fire management, TVEL Fuel Company enterprises held the drills involving deployment of material and human resources of both the enterprises and the interacting forces of territorial and functional subsystems of the Single State Emergency Management System. In 2017, there were held 434 drills and trainings, including 10 snap drills.

To control the readiness of TVEL Fuel Company for freshet and fire season, on April 19, 2017 there was held a divisional drill with deployment of material and human resources of the enterprises and the interacting forces of EMERCOM of Russia, branches of the Emergency Center SPb FSUE, FMBA of Russia, Atom-Okhrana FSUE, etc. The drill proved readiness of participants to seasonal natural hazards.

In October 2017, TVEL Fuel Company took part in the nationwide civil defence drill involving interaction with territorial bodies of EMERCOM of Russia and local government bodies in dealing with major emergency recovery. The actions of the teams that represented the Company enterprises were favourably judged during inspections and execution of practical tasks of the drills.

The officials of TVEL Fuel Company's EMS improved their skills in organization of communication, transmission of control and reporting signals, data exchange in dealing with prevention of natural and man-made emergencies.

Considerable efforts were made to improve fire safety by carrying out organizational and technical measures, which made it possible:

  • to reduce the number of violations found by the state fire supervisory authorities of the EMERCOM of Russia by 32% in comparison with 2016;
  • to improve the timeliness of compliance with the received instructions up to 99%;
  • to complete the implementation of investment projects aimed at re-equipment of facilities with automatic fire fighting systems to 100% in 2017;
  • to ensure continuous monitoring of fire situation in forests on industrial sites and surrounding areas and the complex of preventive measures that would prevent wildfires;
  • to improve the quality of training of managers and specialists responsible for fire safety in specialized training centres, and to upgrade the system of fire safety briefing of employees;
  • to ensure further development of the volunteer fire-fighter movement, holding of review-contests and competitions.

Organizational and technical fire protection activities allowed to prevent fire at industrial sites of the enterprises and continue the positive tendency of their number reduction beginning from 2012.

Thanks to the purposeful work carried out in TVEL Fuel Company emergencies of natural and man-made, including fire, at Company's enterprises for the reporting period not allowed.

Emergency Preparedness and Response

Activity intended to ensure emergency preparedness and response of the Fuel Company subsidiaries is carried out in eight key areas.

Non-staff emergency response teams were formed at the Company's enterprises. These teams were certified by the industry certification commission of TVEL JSC, they have the necessary material and human resources to response emergency and are maintained in continuous readiness.

The Unified State Automated Radiation Monitoring System of the Russian Federation

The enterprises of TVEL Fuel Company (MSZ PJSC, ChMP JSC, VNIINM JSC, SGChE JSC, UEIP JSC, AECC JSC, PA ECP JSC) operate and constantly improve the Automated Radiation Monitoring Systems (ARMS).

The ARMS of the Fuel Company enterprises are included into the Sector ARMS of ROSATOM State Corporation, which in its turn is interconnected with the Unified State Automated Radiation Monitoring System (ARMS).

ARMS is untended for continuous radiation and meteorological control at production facilities of enterprises and in residential areas of the territories of presence. The outcomes are transmitted to the Situation and Crisis Management Center of ROSATOM State Corporation, after that they are available at www.russianatom.ru. Modernization will allow to monitor automatically all fixed monitoring stations and to transmit the obtained information to the Situation and Crisis Management Center on an hourly basis.

UEIP JSC completed the automation of control over solid radioactive waste processing, as well as performance of equipment and safety systems. The rate of data receipt and processing by the monitoring system increased several times; now, there is no need in continuous on-site presence of the employees. New automated workstations contributed to increase in quality of technological process and its safety, including environmental aspect.

In accordance with the Plan of Actions on Establishment, Development and Improvement of ARMS of ROSATOM 2016-2018, enterprises of TVEL Fuel Company performed the following in 2017:

PA ECP JSC

By the Order No. 13/2426 d/d December 29, 2016 the automated metering system for operational environmental monitoring (AMSOEM) of PA ECP JSC was launched into commercial operation with regard to ARMS and data transfer channels. At the present time the data communication program is being adjusted to the software of the Situation and Crisis Management Center of ROSATOM State Corporation; completion is scheduled for 2018.

UEIP JSC

According to the paragraph 57.1 of the Plan , the communication lines and software of ARMS at UEIP JSC was updated to organize the automatic hourly transmission of radiation and meteorological situation monitoring data to the Situation and Crisis Management Center of ROSATOM SC FSUE. The updated system will be commissioned on March 1, 2018 according to the Order No. 12/201-P d/d February 9, 2018 by the Deputy Director for Maintenance and Quality – Engineering Director. In 2017, the costs for upgrading amounted to RUB 5.986.33 thous. Paragraphs 57.2 of the Plan (increase in number of control stations), 57.3 (transfer of control station No.2 from building 234 to pavilion P2) provides for completion of works in the first half of 2018 due to delay in delivery of the imported equipment (Rados RD-02 gamma ray detector).

NCCP PJSC

Activity on establishment of ARCMS was included in the list of projects financed by SRF No. 1 (protocol No. 12 d/d April 5, 2016) with amount of financing equal to RUB 15.629.00 thous. The design documentation was prepared in 2017 under the Contract for Target Funding (No. 1/10589-D d/d August 31, 2016).

MSZ PJSC

In 2016 control station No.10 of RCE DMCS was moved within the area of professional responsibility of the enterprise in the territory of Elektrostal Municipal District. The deadline for implementation of p. 81 of the Plan "Construction and Installation Works (as well as Equipment Delivery), commissioning works for connection of chemical environment monitoring sensors at the warehouse of acids and in the building 130a at MSZ PJSC" is postponed to 2018. The equipment purchase was included in the List of Investments 2017; prepayment of the supply No. 18/12308-D d/d December 25, 2017 amounted to RUB 1.198.500. Construction, installation and commissioning works are scheduled for 2018.

VNIINM JSC

In 2017 the readings of radiation monitoring sensors installed on two industrial sites at VNIINM JSC and the data automatically transmitted to the Situation and Crisis Management Center of ROSATOM FSUE were matched. According to p. 62 of the Plan in 2017 the units UDA-1AB at the manufacturing facility (Research and Production Enterprise "Doza" LLC) were repaired, the ARMS network at VNIINM JSC was upgraded and linked industrial sites No.1 and No.2 of VNIINM JSC, the configurations of measuring channels of the units UDA-1AB were changed following the manufacturer's recommendations. Financing of the project "Maintenance of ARMS Equipment" in the amount of RUB 350 thousand is scheduled for 2018.

Physical Protection of Nuclear Facilities

The systems of physical protection (PP) at the enterprises of TVEL Fuel Company are created and operated according to the requirements of current statutory documents.

In accordance with the Uniform Policy of ROSATOM and TVEL JSC the system of physical protection, safety and counter-terrorism security of all enterprises of TVEL Fuel Company is being continuously improved.

Counter-terrorism security of the facilities is regulated by:

  • Decree of the President of the Russian Federation dated February 27, 2015 No.104s;
  • Resolution of the RF Government d/d August 29, 2014 No.876 "On Counter-Terrorism Security of the Facilities (Territories) of ROSATOM State Corporation";
  • Resolution of the RF Government d/d April 13, 2016 No. 301 "On Amendments to the Requirements Relating to the Counter-Terrorism Security of the Facilities (Territories) of ROSATOM State Atomic Energy Corporation";
  • regulatory legal acts of ROSATOM and TVEL JSC.

In the furtherance of the counter-terrorism security goals all facilities (territories) of the companies included into the management system of TVEL Fuel Company were classified, safety data sheets and amendments thereto were drawn up, the updated summary list of classified facilities (territories) of the company was drafted.

The performance of the systems of physical protection is regularly evaluated in the course of complex and special-purpose inspections.

In 2017 the security department of TVEL Fuel Company conducted five inspections of physical protection and security at nuclear- and radiation-hazardous and high-security facilities of VNIINM JSC, SGChE JSC, MSZ PJSC, ECP JSC, MZP JSC. In the course of inspections of the systems of physical protection special attention was paid to verifying the compliance with the requirements of legal regulatory acts, conditions stipulated by the Rostekhnadzor licenses, as well as to corrective actions. Analysis of the inspection findings shows that the enterprises of TVEL Fuel Company take measures aimed at enhancement of the systems of physical protection, safety and counter-terrorism security.

According to the results of inspection analysis:

  • the systems of physical protection and security have been created and operate under the current statutory documents;
  • at all nuclear-hazardous facilities the nuclear materials, nuclear units and storage depots are protected against thievery and unauthorized actions; the measures are taken to protect against possible terrorist attacks;
  • any deviations from requirements of statutory documents revealed during inspections are analysed and reflected in the improvement plans for the systems of physical protection with allocation of corresponding funds by ROSATOM.

In 2017, TVEL Fuel Company scheduled the works aimed at improvement of the system of physical protection and security with allocation of funds from special-purpose reserve fund of ROSATOM (Reserve No. 2 "Physical Protection") in the amount of RUB 786 mln, where:

  • RUB 466 mln – funds accumulated in ROSATOM (SRF);
  • RUB 320 mln – funds remaining at the disposal of the organization*.

In 2017, the Analytical Program of Physical Protection and Counter-Terrorism Security of ROSATOM was introduced; under this program TVEL JSC allocated RUB 1.009.043 thous.

* In June 2017, the amount was adjusted and made RUB 802.8 mln, including for SRF - RUB 417.0 mln, RUB 385.8 mln - SRF.
